My grandmother grew up during the depression and lack of food was a serious problem for her family. Lots of folks from that time period developed insecurity with food and like many others have stated, essentially became hoarders when it came to foodstuffs.
It sounds like this woman isn't old enough to have lived through that, but I would imagine that her parents had to deal with it and probably influenced her relationship with food and/or the lack of it. Did she have a large family? In my experience, this happens a lot more with rural folks with large families that were just trying to get by and food wasn't readily available for large swathes of time.
Not to discount any other potential issues, but this could be from past trauma and if there are no other strange behaviors, I wouldn't fret too much about it. She might have felt like everyone ganged up on her when she voiced her displeasure. I would think a conversation with you, hubs, and MIL where you all explain your thought processes and worries may help things. Might just be a misunderstanding that got out of control.
