Hello, I am at the same point with my boyfriend. Although we haven't been together as long as you have been. I would sit down with him and tell him to put all excuses aside. Be stern and ask if moving in together is what he wants and I wouldn't accept anything other then a yes or no answer. Literally, one of the reasons I left my 3 year relationship was because my ex didn't know how to properly wash his balls.
