Is this guy a friend of your boss? Because this behavior is the sort that any functional workplace will crack down on NAKED. Your boss should be tearing this guy a new one and putting him on probation at least.
Your employer is legally required to provide a safe working environment. One employee terrorizing another into a panic attack and then mocking their distress is pretty fucking far from a safe working environment. There has only been one event so far, but if your coworker’s behavior continues unchecked, then that exposes the workplace to a lawsuit for a hostile working environment. So your boss needs to answer the question, “What are you doing to prevent this from happening again?”
