Time to sit down and have a no-nonsense conversation with her. Be straight forward and let her know that she needs to step up now and leaving everything on your shoulders is no longer an option. From now on, you'll be checking up on her job hunt efforts at the end of everyday and will need to see proof of how many jobs she has applied for. That you're sorry it's come to this but she needs to be held accountable and she needs to get on track immediately and if this is how it has to happen, so be it.
