This is one of those moments where the mask is lifted, the curtain is drawn back and you get to see exactly what she wants and expects from you in the relationship.

At the end of the day you were not exclusive. But sure, there's several problems:
she promised no sex would come of her dating (did she in fact promise, or was she vaguer?) dating people and giving them false hope that it could be something when in reality she just wants experiences, that's cruel, but also something you both agreed to
So, either you get over this, put this in the past, or you don't, your choice. If you feel you two can commit to each other and can be exclusive without doubt creeping in, go for it. Otherwise, if you feel very unsure about the future, move on.
Those first few paragraphs sounded like a friend who's partner behaved similar and it escalated into emotional abuse / coercive control pretty damn quickly. OP needs to GTFO ASAP.
