If you want to know what he's thinking, you should ask him. He's the only one who knows for sure.
Messaging you more than his other friends doesn't sound like he wants to just be friends with you.
The facts that he has said that he doesn't want a relationship and hasn't yet asked you out after a month of messaging are consistent with he doesn't want you to be his girlfriend.
