He’s clearly not taking your ‘no’ seriously here. You need to tell him, in no uncertain terms, that you aren’t going to change your mind just because he’s decided he still likes you, and I would tell him straight up that you can’t be friends if he continues to act like this. Give him one warning. If he does it again, take things to HR, and be sure to tell everyone you know that you aren’t together anymore. Don’t let him control the narrative.
Literally, one of the reasons I left my 3 year relationship was because my ex didn't know how to properly wash his balls.
