It's not the same for everybody. That he was able to just stop means it's not a big deal to him.
Obviously masturbating is healthy, but not masturbating is also harmless aside from a very nominal increase in risk for prostate cancer or something. If he is happy, I don't see it being a problem. He might just have a slightly lower sex drive, or it might pick up when he resumes.

Yes this other person should have been upfront with their transition and may have a million reasons for hiding this from your friend, ultimately not an excuse.
Your friend might feel hugely deceived and played for a fool and you are undoubtedly furious on behalf of said friend. just don't do anything permanent.
Take care of your friend, be there for him, even if it's in silence. make sure he has a good support system in place and research some therapists in your town he can talk to so he can make sense of what happened. I gather this is still very fresh for him and he might just want a day or 2 to process.
keep him away from alcohol and social media and try your best to be supportive and logical. You will be no good to him if you both have naked heads and hotter tempers.

What specifically does he want you to do? Ask him. If you can’t accept the answer as reasonable then it’s time to end it.
In this situation the best thing is usually to go separate ways. I know it would hurt and might not seem fair to either of you, but hanging out with someone you want to be with but can't only prolongs a painful situation. As long as he's in your life you won't be able to find the relationship you want.
